很久都没进当地的图书馆,因为知道里面没什么我要找的东西,氛围也差。昨天路过,停下来进去看了看。公关图书馆的收藏陈旧不堪,低俗垃圾小说一大堆,里面的影视收藏依然大多是VHS。
公关图书馆比书店的文化氛围也差了很多档次。现在,Borders书店氛围是相对最好的,我不喜欢去Barns & Nobels。
我一直是倾向于支持政府的医疗保健计划,但我看了目前这些政府设施后,实在心存畏惧。民众不相信政府,对抗政府税收是相当普遍的情绪,国债赤字惊人,这个健保计划如何惠及普通百姓?如何更好地让低收入者享受保险?这个计划真能让国家节省费用吗?这个时候强行推广健保计划是否明智?其实有更轻松通过的改革,让奥巴马树立政绩。
医疗保险中,老龄人的消费是最高的,怎么负担这些老龄人口的医疗福利,其实需要伦理的改革,老龄人中很多人依然有工作能力,应该归入失业人口中,今后退休年龄该是80岁了。老龄人口的就业也是一个问题。中国人解决的办法就是让老人照顾小孩子,这其实也该在西方推行。老人去幼儿园教小孩子有什么不好呢?现在的小孩子缺乏关爱,让老人溺爱一下有什么不可?

国债 and 赤字 are the problems of others, everyone thinks. If everyone thinks the problem is others', whose is it? Of course, there are some who correctly think that the problem is theirs because it will affect them in a very bad way. They accordingly take some actions in order to try to protect themselves. Some of them took the right actions. Of course, only in retrospect do the observers see what is right action and what is wrong action. But overall, there ARE some who have taken right actions. Among all the persons, the problem becomes that of those who didn't take any action at all or those who took the wrong actions. The former thought the problem was that of others. The later was unlucky or didn't have enough wisdom.
Those problems are a manifestation of very deep political-economic problems among which are the problem of in what ways democracy can be used to achieve the well-being for those who are ruled by that democracy.
The history of ideas that is related to this problems of 国债 and 赤字 is both long and short. Long because since ancient times (e.g., Roman empire times) 国债 and 赤字 have been a recurring problem. Short because the political-economic intellectual arena has undergone fundamental changes in the past 100 years in the western world.
The human racing and its history of ideas have been in a state of constant change. Change is not always for better. Change itself does not necessarily imply that the results will be good ones. Change means nothing. What is in the change is what really matters.
There are fads. There are "trends". They all mean nothing other than follies. Without a foundational understanding of the history of ideas and what ideas can stand the test of time, men are guided by fads and "trends" only to be led to their own ruination.
You and I are all witnessing the history of ideas and the tremendous effect of the ideas. You and I are all both actors and audiences. You are I are watching you and me acting and being acted upon.
I should not speak clearly because I do not have that obligation and because none or few will give a damn for what I say clearly.
Wish you the best of luck in this live drama, a drama that will last forever no matter for better or for worse.

What do I mean by ideas that can stand the test of time? Ideas that can stand the test of time are not necessarily those that have existed and exerted their influences since the ancient times up to now. Popularity and length of history mean nothing in terms of whether they can stand the test of time. The criterion is their effects on the lives of human beings. Someone will use the "inner-life" vs. "outer-life" b***s**t to confuse themselves. They say that in tough times, people's "inner-life" is not adversely affected or is even bettered. Of course, those bettered ones include those who died in imprisonment or in starvation in tough times.
There are countable schools of thoughts in the history of ideas. Each person has adopted some from that countable set. The members of some sets are compatible with one another within those sets. And some sets are sets with incompatible members. Those who adopted those sets with incompatible members have to use a huge patchwork to patch their self-contradictions. Fatal conceit leads to societal cancer and doom. The only way to self-saving is to cling on what one already has now and hunker down. No time for this kind of idle talk any more. No time for extended reading any more. The time is harsh. The time will be much harsher in the future. Shortage will be one of the key words. Shortage leads to starvation and death. 今天在美国的历史上也许会成为一个特殊的日子,因为众议院最终通过了奥巴马总统所倡导的医改法案。这就像一个在泥沼中艰难跋涉的人,在筋疲力竭之时选择了一条下坡路,结果很可能是灾难性的。
奥巴马总统和民主党进行医疗改革的初衷是正确的,因为,美国的医疗系统浪费惊人,如果不进行改革的话,最终将拖垮美国的经济。但是,在美国这样一个民主过度而教条盛行的国家里,只有个人的利益才能打动人心和赢得选票,只有高举理想的大旗才能站稳脚跟。所以,在奥巴马的讲演中,国家的前途往往被轻描淡写地一笔带过,而是大谈特谈一些个别人的窘迫困境,以及全民保险的美好前景。共和党本应该把财政平衡和个人责任作为底线,可是,为了击败民主党而争夺更多的席位,却对老年人采取了恐吓攻势。民主党为了进行反击,只能做出力所不及的承诺,例如,医疗保险不封顶。双方争斗的最后结果,无非是饮鸩止渴和雪上加霜,美国从此走上了衰落的快车道。
从民主和市场这个角度来看,国民就像顾客,政府就像饭店,选举就像顾客选择饭店的过程。民主党就像一个高档饭店,饭菜可口而且服务周到,可是价格也高。共和党就像个低档饭店,饭菜质量和服务水平虽然不佳,可是价格却比较便宜。如今民主党所主导的医改方案,号称物美价廉,其实大家心里都很明白:“便宜没好货,好货不便宜”。这个法案通过以后,个人的医疗保险费用肯定还会持续增高,国家的财政赤字也肯定会居高不下。从另一个角度来看,整个医疗保险系统就像一个产品,如果要想降低其成本,就要首先在其最昂贵的部分进行优化。目前医保开支的80%都用在老年人生命的最后一年,此次通过的医改方案不仅没有对这一部分费用进行消减,反而取消了各种限制。由此可以看出,此次改革的结果必然会使医保开支进一步膨胀。这虽然是一个简单的道理,可却是一个“政治错误”的议题,因为民主党的原则是社会保障,共和党的主张是珍惜生命。所以,老年人的问题是两党共同的“禁区”,谁也不敢轻越雷池。
按照《易经》的原理:“穷则变,变则通,通则久”。因此,从长远来看医保费用的进一步膨胀也许并非坏事,等走到了山穷水尽的地步,美国才能抛弃那些陈腐的教条,重新以脚踏实地的精神来立法治国。但是,在近期它给美国肯定会带来很多弊端。其一是党派纷争加剧和民心涣散。例如,佛罗里达州就准备向最高法院申诉,指控此法案违宪。如果沿着这样的方向发展下去,美国就有解体的危险。其二是税收增高和经济萎靡。如果美元不大幅贬值,要想消减国债只能增加税收,人民过更加节俭的生活,如此一来国民经济必然萎缩。其三是消减军费和在全球收缩势力。在整个财政支出中,国防开支仅次于医保而位居第二。如果医保开支进一步膨胀,而国家财政却没有相应的增长,唯一的出路就是消减国防预算。那时,美国就只好放弃很多海外军事基地,从而把军事力量集中在主要的经济要道上。如果美国的产业在整体上失去了竞争力,美国甚至可能在一定时期内采取闭关锁国的政策来提高就业率。
美国被医保问题所深深困扰的深层次原因在于它与文化和宗教有着千丝万缕的联系。要想进行彻底的改革,那就要首先进行文化革命,对“幸福”进行重新定义。此外,也要进行宗教改革,对生命现象进行深入理解。目前美国还没有进行这些改革的条件,所以医保问题注定无解。 - posted on 03/22/2010

美国被医保问题所深深困扰的深层次原因在于它与文化和宗教有着千丝万缕的联系。要想进行彻底的改革,那就要首先进行文化革命,对“幸福”进行重新定义。此外,也要进行宗教改革,对生命现象进行深入理解。目前美国还没有进行这些改革的条件,所以医保问题注定无解。
